1. (U) This is an action request, please see paragraph 4.


2. (C) Per email instructions, post is requesting the
realignment of funds to cover the cost of 3 new Deputy Chief
of Mission residence guard positions. Due to the termination
of the Surveillance Detection program at post, three members
of the Surveillance Detection unit will be absorbed into
these positions.


3. (C) Ashgabat's Surveillance Detection program consists of
14 personnel, 13 SD members and 1 SD Coordinator. Through
natural attrition, 3 vacancies have come available, leaving a
total of 11 personnel assigned to the SD Unit. Per reftel,
post is working to deactivate the SD program, with the
exception of the SD Coordinator position and permanently
assign the remaining personnel to vacant LGF and other
positions throughout the embassy. Currently, there are 5
vacancies in the LGF, which will be occupied by members of
the SD unit next week. Aside from the SD Coordinator
position, there will be 5 remaining personnel. The RSO is
optimistic that another one of the employees will be hired
into an available embassy position next week.


4. (SBU) The estimated cost of the 3 new DCMR guard
positions for the remainder of FY-08 will cost $11,517.12.
The estimated FY-09 cost for these 3 positions will be
$32,418.83. The costs for both FY-08 and FY-09 include a 12%
salary increase that is due to the drop in the fixed exchange
rate. As of 5/20/2008, there is $61,460.65 available in the
9912 function code. Since there is already an equipped guard
booth located at the DCMR, there will be no startup costs
required for the three new positions.


5. (SBU) Action request: Post requests the realignment of
funds totaling $11,517.12 from function code 9912 to 5821 to
cover the cost of salary and benefits for 3 DCMR guard
positions. After the realignment of funds and the cost of
salaries for the remaining SD personnel through June, there
will be $39,687 in funds available in function code 9912.
