1. (SBU) On December 11, EmbOff delivered reftel demarche and
associated documentation to Ms. Harifera Rabemananjara,
Acting Director of Multilateral Cooperation, and GOM POC on
the Global Initiative to Combat Nuclear Terrorism (GICNT),at
the Ministry of Foreign Affairs. In contrast to previous
engagement on the subject, Rabemananjara expressed the GOM's
desire to become a more active participant in the GICNT as
part of a broader effort to engage internationally on
counter-terrorism issues.
2. (SBU) Following a September 2008 visit from the UN Counter
Terrorism Committee (CTC),the GOM committed to ratifying the
remaining 3 of 16 international treaties to combat terrorism;
according to Rabemananjara, this will happen in the coming
year. In that context, they would also like to "relaunch"
their participation in the GICNT, as they recognize that
their participation to date has been largely ceremonial.
Rabemananjara will work with embassy GICNT POC to acquire a
login to the Global Initiative Information Portal (GIIP) for
the first time, and may also provide feedback on the Model
Guidelines document by the December 19 deadline.
3. (SBU) COMMENT: The GOM's enthusiasm for the GICNT will not
likely be met by increased funding for participation in
international conferences, but the UN committee's visit seems
to have focused attention on what had previously been viewed
as a remote threat. Rabemananjara, just back from a month at
UNGA followed by a month of training in Germany, may find her
enthusiasm drained by counterparts in other ministries with a
stake in nuclear security, but Post will use this as an
opportunity to push for at least virtual participation in
future initiatives via the GIIP. END COMMENT.
