1. (SBU) On October 29, EmbOff delivered reftel demarche to
Mialy Andrianaivo, Chief of Political and Security Affairs,
and currently Acting Director of Multilateral Cooperation at
the Ministry of Foreign Affairs. Andrianaivo was informed on
the issue, having worked on the 2005 declaration, although
she was not aware of the UNESCO meetings currently underway.
She confirmed that Madagascar's position on cloning has not
changed since the original declaration, and considered it
unlikely that they would support action that might undermine
it. As acting director, Andrianaivo was unable to give a
definitive response, but said she would pass our key points
to the director.
