1. (C) We delivered reftel demarche May 9 to Serap Ozcoskun,
Head of the Multilateral Economic Affairs Department at the
Ministry of Foreign Affairs. Ozcoskun thanked us for our
short list. Shw said that Turkey has not yet finalized its
list and probably will not finalize it until just before
voting begins. There has been intense lobbying for
candidates, with over 30 letters and phone calls to the
Foreign Minister and Prime Minister on behalf of various
candidates.


2. (C) Ozcuskun said that the Turkish delegation in Geneva
had informally canvassed other delegations, and reported that
the Australian, Dr. Francis Curry, the Japanese, Yo Takagi,
and the Pakistani, Masood Khan, had the most support. She
noted that due to the large number of candidates and complex
voting procedures, each country would need at least three
acceptable candidates going into the voting. Since some
countries likely would see all of their short list of
candidates eliminated before the final round and then need to
consult their capitals, she expected the voting to run for
more than one day.
