1.(S) We provided points in ref A on April 21 to MFA Arms
Control and Disarmament Department Head Elif Ulgen, noting
our appreciation for Turkish cooperation on this case and
emphasizing that we understand the filament winding machines
are in the possession of the firm Tet Makina, and that Tet
Makina is actively making preparations for their onward
shipment to Pakistan.
2. (S) Ulgen told us she would relay this information
immediately to the Turkish agencies involved in the
investigation and monitoring of Tet Makina. She subsequently
confirmed that the agencies involved had been provided the
information we conveyed. She reiterated that Tet Makina is
being monitored very closely by the GOT, is on the Customs
watchlist, and further that the company has been "heavily
discouraged" from transferring the machines to Pakistan. She
stated that "all measures" will be used to prevent the
shipment.
