1. (S) We followed up on this case April 17 with MFA Arms
Control and Disarmament Deputy Director General
(DAS-equivalent) Ahmet Muhtar Gun and Department Head Elif
Ulgen, emphasizing our strong belief that Tet Makina Metal
Sanayi ve Ticaret is seeking ways to evade export controls to
sell filament winding machines to a Pakistani customer. We
urged the MFA officials to be doubly vigilant and to pass the
word to relevant enforcement agencies.


2. (S) Gun assured us that Tet Makina remains under close
scrutiny and has been warned explicitly and on several
occasions, including by the Foreign Trade Undersecretariat,
not to seek to export the machines to Pakistan. Gun also
reported that Turkish officials have contacted business
persons associated with Tet Makina (NFI) and suggested they
reinforce these warnings to Tet Makina. He added the Turkish
government was also on the lookout for Pakistani business
persons seeking to visit Tet Makina.
