(C) We delivered reftel demarche to MFA Nonproliferation
Department Head Elif Ulgen on August 18. In a follow-up
conversation on September 5, Ulgen said the MFA supports the
program, but is still seeking concurrence from other relevant
agencies. She said that it may still take some time for the
GOT to provide a formal response as the nature of the program
is sensitive and requires buy-in from a number of government
agencies. She promised to inform us as soon as there is
interagency agreement on a GOT position.
