1. (C) Ambassador had a second conversation with Foreign
Minister Salah al-Bashir on February 12, regarding Jordan's
position on recognizing Kosovo independence. Bashir
indicated that Jordan understood the logic of the U.S./EU
stand, but would be unable to act prior to the OIC and Arab
League summits in March. However, the Jordanians anticipated
that no consensus on recognizing Kosovo would emerge from
either summit, freeing member states to act as they saw fit.
While Jordan had some concerns that Kosovo independence could
set a precedent for problems closer to home, such as the
dismemberment of Iraq, Bashir anticipated that Jordan would
find it easier to support our position once the summits were
behind us.
