(S) Post conveyed reftel points to the Foreign Minister's
private office. In a series of other meetings, senior
Government of Jordan officials have informed the Ambassador
that it remains a matter of when, not if, the GOJ will
recognize the independence of Kosovo. In the interim,
Foreign Minister Salah Al-Bashir informed the Ambassador he
will authorize Jordan's UN PermRep to meet Kosovar officials
in New York. The GOJ would also consider a request to
receive a Kosovar delegation in Amman, but suggests such a
visit be below the level of Foreign Minister. The GOJ has
been unwilling to act on its own initiative in recognizing
Kosovo and GOJ officials have been non-committal on the issue
in interactions with U.S. diplomats. FM Bashir and Chief of
the Royal Court Bassem Awadallah previously indicated that
Jordan needed to wait for an OIC or Arab League decision
before making a decision of its own.
