(U) Polchief delivered reftel demarche February 29 to MFA
Director of International Organizations Affairs Paul Essel,
noting USG opposition to the Maldives draft resolution on
climate change at the UN Human Rights Commission. Essel said
that this was the first he had heard that Ghana was
co-sponsoring the resolution with the Maldives, and that his
inclination was to agree that the Human Rights Commission was
not an appropriate forum for this resolution. However, he
said he would need to look into the issue further, and
discuss it with Ghana's Mission in Geneva.
