SUBJECT: ACCRA DELIVERS KOSOVO RECOGNITION DEMARCHE

(SBU) POLOFF delivered subject demarche December 17 to Dr.
Kojo Assan, Director for International Organizations of the
Ghanaian Ministry of Foreign Affairs, Regional Integration
and NEPAD. POLOFF stressed why the recognition of Kosovo
would not set a precedent, a concern expressed in July by Dr.
Assan's predecessor (see Reftel). Dr. Assan said that he
would relay the content of the demarche to the Ministry's
Chief Director. Ghana is holding a run-off election for
President on December 28, and a new Foreign Minister will not
be appointed at least until January when the country's new
administration takes office. Post does not expect any
consideration of a change in policy on Kosovo recognition
until at least that time.
