1. (SBU) Poloff delivered reftel demarche and papers to
Ministry of Foreign Affairs Director of International
Organizations Ambassador Secudo on April 24. Amb. Secudo
informed Poloff on April 30 that he passed the papers to the
Nigerian PrepCom participants in Geneva and that Nigeria is
prepared to cooperate as a co-sponsor of the paper "Expanding
International Civil Nuclear Cooperation." He indicated
Nigerian PrepCom participants will likely raise concerns
regarding the U.S. paper "Deterring and Responding to NPT
Withdrawal by Treaty Violators," although he was unable to
elaborate on what those concerns might be.
