(SBU) PolOff informed Bernard Shabu, Assistant Director of
Intra-Regional and Inter-Regional Affairs and Desk Officer
for Organization of the Islamic Conference (OIC) at the
Ministry of Foreign Affairs on March 7 of U.S. Special Envoy
Sada's interest in meeting with the Nigerian delegation to
the OIC Summit in Senegal. The Head of the Intra-Regional
Affairs Division, Sam Okonkwo, instructed the USDEL to
contact Minister Plenipotentiary Mr. A. Musa at the Nigerian
Embassy in Dakar to request a meeting with the Nigerian
delegation led by President Umaru Yar'Adua. Mr. Musa can be
reached at 221-824-4397 and 221-824-6922. We were not given
a cell phone number for any of the members of the delegation.
Mr. Musa has an excellent command of English. Post already
provided background on Nigeria's involvement in the OIC (Ref
A) as well as specific topics the Special Envoy may wish to
raise with the Nigerian delegation (Ref B).
