1. Below is the text of a congratulatory message to
President-elect Obama from Professor Maurice Fangnon,
Secretary-General, Centre for the Defence of Human Rights and
Democracy in Africa - CDHRDA (NGO). The original letter will
be sent via diplomatic pouch.

2. Text of letter:

"Dear Brother,

On behalf of our Panafrican organization and all the
membership I hereby join the people of USA and the rest of
the world to congratulate you for this historical victory.

Your victory remains a great lesson to Africans, who
paradoxically live in abject poverty on the richest continent
on earth due to the emergence of post independence corrupt
leaders and the continuous bad governance in this deceitful
democracy full of electoral frauds, political assassinations
and all vices.

I wish the hopes of your people and of all those rejoicing
around the world would meet their expectations. The hope to
see peace on earth, the hope to the respect of Human and
people rights and the sovereignty of nations, the hope to see
development and eradication of poverty, the hope to see the
establishment of a true democracy in Africa, the hope to see
a true democratic United Nations Organization and her
agencies with human policies.

On that regard we all shall grant you all our support. I
remain sure to have your support too in our determination to
establish good governance in African continent free from
corruption, armed conflicts, hunger and diseases.

Once more dear Excellency have our congratulation in
abundance!

Best Regards

Prof. Maurice Fangnon
Secretary-General
CDHRDA"
