1. Reftel requested that post conduct a pre-license check for a SBM
Offshore Inc. project under license application no. D409170:
Hastelloy-C 60 series ball valve with Teflon seats and seals which
are all controlled under ECCN 2B350 for Chemical, Biological
Warfare, and Anti-Terrorism reasons. The U.S. license applicant is
Creximco International, Mountainside, New Jersey.


2. On Dec 21, 2008, Export Control Officer (ECO) met with Mr. Girish
Sardana, Procurement Manager, ADYARD Abu Dhabi L.L.C. Sardana
explained that this SBM offshore Inc. project is actually being
conducted by ADYARD, an offshore platform and marine oil solutions
company based in Abu Dhabi. ADYARD is installing the oil processing
unit for a Mobile Offshore Production unit (MOPU). The U.S. origin
ball valves are key components of this processing unit. Sardana
provided a technical overview of this oil processing unit and
explained that it will be integrated into a MOPU for an SBM Offshore
project at the YME field in Norway's North Sea. Upon completion this
floating MOPU will be shipped to the North Sea.


3. Post considers the ADYARD and SBM Offshore to be reliable
recipients of U.S.-origin items for this transaction.
