1. Reftel requested that post conduct a pre-license check at
Petropipe International Ltd for license application no. D409103:
Class 1500 stainless steel threaded monel stem ball valve which is
controlled under ECCN 2B350 for Chemical, Biological Warfare, and
Anti-Terrorism reasons. The U.S. license applicant is AIV of
Houston, Texas.
2. On Dec 22, 2008, Export Control Officer (ECO) met with Mr. Jon
Stubbs, Commercial Director, Petropipe International at their Dubai
Airport FreeZone offices. Stubbs explained that Petropipe
specializes in valves, pipes and related fittings for the oil and
petrochemical industry in GCC countries only. He explained that
Petropipe specializes in providing last minute valve requirements
for large scale projects and thus there orders are not for large
quantity requirements. The larger companies order in bulk, Petropipe
specializes in unanticipated quick fix requirements. Relating to
this transaction, this U.S. origin ball valve is to be used for a
Dow Chemicals petrochemical project in Kuwait known as Olefins II.
(Note: ECO conducted an end use check with FCS Kuwait at the Olefins
II project in early 2008.) Stubbs provided ECO with documentation
indicating the end user for this item.
3. Post considers Petropipe International Ltd. to be a reliable
recipient of U.S.-origin items for this transaction.
