1. Reftel requested that post conduct a pre-license check at the
Emirates Institute of Advanced Science and Technology (EIAST),
Dubai, UAE for export license application D406987: Juniper
encryption hardware, software and related products worth nearly 44
million USD. These items are controlled under ECCN: 5A002, 5D002 for
National Security and Anti-terrorism reasons. The license applicant
is Juniper Networks, Sunnyvale, CA.


2. On 12 Nov 2008, Export Control Officer (ECO) met with Ms. Huda
Mohammad Soltan Al Awais, IT Support Engineer, and the EIAST point
of contact listed in reftel. Al Awais explained that EIAST
(www.eiast.ae) was formed in 2006 by the Government of Dubai to
serve as a think tank to carry out scientific research in variety of
fields. She is responsible for providing all IT support for this
relatively small institute. Al Awais stated that EIAST only has one
Juniper firewall product for the facility's internal network which
it has had installed and operational for some time. She is in the
process of obtaining a firewall renewal subscription through
Juniper. She explained that this firewall subscription may require
an export license.


3. Regarding the transaction in question, Al Awais advised that
EIAST has never placed an order of this magnitude nor do they have
any such requirements as a small institute. She had no knowledge of
any of the intermediate consignees listed in reftel. She suggested
that ECO contact one of her EIAST colleagues in the engineering
section although it was unlikely that he knew anything. ECO
contacted Mr. Adnan Al Rais, EIAST engineering who also advised he
had not place any such order.
