1. (SBU) On October 7, EconOff delivered reftel demarche on the US
proposal for ITU-R Study Group 5 restructuring to Tariq Al-Awadhi,
Executive Director for Spectrum and International Affairs at the
Telecommunications Regulatory Authority. Al-Awadhi said that the
UAE, along with other Arab League nations, had submitted a similar
proposal for the combination of Working Parties 5A and 5D earlier in
2008. He agreed that it was redundant to have two entities with
such similar mandates. Al-Awadhi said that the UAE would support
the US proposal and that he would be attending the ITU-R Study Group
5 meeting in Geneva in November.
2. (U) Note: Al-Awadhi explained that Naser Al Rashedi, who was
listed as the UAE POC in reftel, is the UAE Permanent Representative
to the ITU in Geneva. Al-Awadhi asked that all future ITU demarches
be delivered to him in the UAE and said he would pass the
