(S) On September 21, A/DCM delivered reftel talking points on the
IAEA Board of Governors Middle East and South Asia Group candidates
to MFA Special Representative for International Nuclear Cooperation
and UAE Permanent Representative (Designate) to the IAEA Hamad
al-Kaabi, emphasizing the need for a positive Arab role on the BoG
which would be undermined by Syria or Iran winning the seat.
Al-Kaabi said that he understood the USG arguments, but was
noncommittal about the way forward, noting he needed to discuss US
concerns with other UAEG officials.
