(S) On September 17, EconChief delivered Ref A talking points and
non-paper soliciting UAEG engagement with China on
proliferation-related trade to MFA Director for International
Organizations Yacub al-Hosani. Al-Hosani said that his September 4
comments (Ref B) about UAE frustration with China remain accurate.
UAE officials, including Abu Dhabi Crown Prince and Deputy Supreme
Commander of the UAE Armed Forces Sheikh Mohammed bin Zayed
al-Nahyan, had seized every opportunity with Chinese officials to
raise the UAE's nonproliferation concerns, he insisted. However,
China has responded with its narrow interpretation of the scope of
UNSCRs. Al-Hosani said he was now focused on sending UAE officials
to China to discuss their concerns, as there had been no progress in
over a year. Adding that technical cooperation between the two sides
is necessary to protect the security of both countries, al-Hosani
said he would pass the non-paper to appropriate security and
intelligence officials.
