1. (SBU) The UAE Ministry of Foreign Affairs formally
notified post via diplomatic note that it welcomed holding a
proposed Counterproliferation Task Force meeting in February
and requested a proposed agenda for the meeting. The UAE,
however, declined the proposed seaport interdiction training
program "at this time." According to Yacoub Al-Hosani, MFA
Director for International Cooperation, the government
believed that it was premature to accept training, since the
procedures and the committee were still getting established.


2. (C) Abu Dhabi Executive Affairs Authority Director of
Economic Affairs David Scott told Econchief on January 23
that the UAE was already reviewing its export control list to
ensure its compliance with NSG guidelines (as committed to
ref a). Econchief advised that the UAE look to adopting the
EU control list to ensure that its control lists were
consistent with international standards. In addition, Scott
reiterated the UAE's interest in receiving comments on its
draft white paper and in sending an expert-level delegation
to the U.S. Econchief suggested that the UAE propose dates
for the visit, which Scott agreed to try and arrange.
