(SBU) On September 9, Executive Affairs Authority Director of
Economic Affairs David Scott provided Econoff with reftel assurances
related to CH2MHILL's DOE authorization. Scott confirmed that 1) all
nuclear related information transferred by a US entity to Emirates
Nuclear Energy Corporation (ENEC) will be used only for civil nuclear
power activities and not for any nuclear explosive or other military
purposes (although Scott clarified that, as the UAEG had raised in
its 123 Agreement negotiations with the United States, the UAE
military may consume electricity generated by civil nuclear power
plants). Scott also confirmed that 2) no licensable nuclear-related
information transferred by a US entity to ENEC will be retransferred
to any country other than the United States without the prior consent
of the Government of the United States.
