1. SITE ASSESSMENTS AND MEETINGS

Croatia

-------------- 12 September, Met with the Director and staff of State Office
for Nuclear Safety (SONS) to tour their new office spaces, discuss
issues related to operation of portal monitors and deliver two (2)
Ludlum 192 survey meters.

-------------- 13 September, met with the Ministry of Interior (MoI) General
Police Directorate, Deputy Head of Border Police for technical
inspection and approval of the "Mustang Suit" prototype donated by
U.S. Coast Guard. The full delivery is schedule for late 2007.

-------------- 14 September, met with Ministry of Economy (MoE) Head of Trade
Policy Measures to discuss scheduling of the first phase of ICP and
training for Tracker program. A tentative agreement was reached to
commence implementation for both programs in mid and late October
based on availability of those ministry officials involved in the
programs.

-------------- 20 September, met with the Ministry of Finance, Customs
Directorate, Assistant General Director, to discuss progress of
legal revisions to strengthen Customs authority to investigate and
enforce export controls and general cross border commercial crime.
The ADG advised that the progress is slow due to some remaining
opposition within the MoI General Police Directorate. Appreciation
was extended for the donations provided to Customs by EXBS. The ADG
noted that the addition of the detection equipment has produced an
increase in contraband interdictions.

-------------- 25 September, Conferred with UNDP Chief Technical Advisor for
Small Arms Controls regarding their request for EXBS to help fund an
EU Export Control Twinning Project. EXBS agreed to contribute
partial funding for an EU Export Licensing specialist to be embedded
in Croatia's Foreign Affairs and Economy Ministries to oversee,
evaluate, aid and guide Croatia's Export Control process. It is
expected that the joint project will commence in late October and
run for 20 days.

-------------- 25 September, Met with the Ministry of Foreign Affairs (MFA)
Department Head for International Security and Ambassador-at-Large
to discuss details of an Industry Outreach initiative the Croatians
want to conduct independently to target members of Croatia's
chemical and biological private industry sector. It was agreed that
EXBS would be available to provide any guidance on program content
and review as requested. The program is tentatively being scheduled
for late November.


2. TRAINING CONDUCTED DURING REPORTING PERIOD

Croatia

-------------- 17-20 September, the Department of Homeland Security,
Immigration and Customs Enforcement (ICE) presented an Export
Control Investigative Training Course to 25 officers from the MoF
Customs Directorate. The course was well received and provided a
catalyst to promote more enforcement engagement from Customs
authorities.


3. EQUIPMENT DONATIONS

Croatia

-------------- 12 September, Provided two (2) Ludlum 192 handheld survey meters
to the State Office for Nuclear Safety (SONS) donated by the
Department of Energy.
