SUBJECT: CROATIA: WIPO DG SHOULD BE HELD ACCOUNTABLE

(SBU) Economic Officer discussed reftel points with the Director of
the Croatian State Patent Office, Zeljko Topic, on June 19. Topic
said that he was aware of situation concerning WIPO DG Idris and
that he also believed that Idris should be held accountable for his
actions. Topic said that neither he nor most other European Patent
Office Directors would attend the June 25-28 Program and Budget
Committee meeting in Geneva, as they would be meeting at the EPO in
Munich at that time. However, he said that he would discuss the
issue informally with his colleagues in Munich and urge the
development of a common position to hold Idris accountable. Croatia
is a member of the group of Central European and Baltic States
within the WIPO. Topic said he would raise the issue there and urge
those states that are also EU members to lobby the other EU member
states to take a firm position on Idris at the September WIPO
General Assembly.
