1. Post met with Head of Global Security at the MFA Arshak
Manukyan to discuss the Global Initiative to Combat Acts of
Nuclear Terrorism (GICANT) and conference scheduled for June
11-15, 2007 (refs). Manukyan confirmed that Armenia fully
supports GICANT and the Statement of Principles. According
to Armenian Diplomatic Note 325/2/13 (attachment 13/03557)
delivered to the State Department on March 27, 2007, the GOAM
"fully supports" GICANT and "expresses readiness to add its
feasible input into the activities foreseen in the new Global
Initiative." Per ref C, post understands the above mentioned
Dipnote to be sufficient to qualify as Armenia's endorsement
of the Statement of Principles meaning that Armenia can now
participate in future GICANT events.


2. Manukyan told us that Armenia would be interested in
participating in the June 11-15 conference in Florida and
requested additional information. Post understands that
there may also be a related June 11-12 meeting in Kazakhstan
and would appreciate any additional information concerning
either the June 11-12 or June 11-15 events. Post PoC for

BEGIN TEXT:

The Ministry of Foreign Affairs of the Republic of Armenia
presents its compliments to the U.S. Department of State and
has the honor to inform that the Government of the Republic
of Armenia welcomes and fully supports the Global Initiative
to Combat Acts of Nuclear Terrorism (GICANT).

This endorsement reflects Armenia's commitment to the (sic)
non-proliferation and fight against nuclear terrorism.
Armenia expresses its readiness to add its feasible input
into the activities foreseen in the new Global Initiative.
