1. (SBU) Four months into the staff changes that took effect in the
Anti-Trafficking Unit of the Prosecutor General's Office in
December, 2006 (reftel),Armenia's premier anti-TIP NGO, Hope and
Help, reports a great new spirit of mutual cooperation with the
unit's new staff. The unit's new lead investigator, Nerses
Misakyan, who replaced the infamous Aristakes Yeremyan, is an
especially welcome breath of fresh air. The new investigator brings
a tone of pleasant professionalism to his relationship with anti-TIP
advocates, and sensitivity in his dealings with victims. Misakyan
-- an experienced investigator, completely new to TIP work -- has
been very receptive to learning from Hope and Health's experience
about unique considerations of dealing with TIP crimes. Misakyan
also made a positive impression on poloffs in our initial meeting
with him.


2. (SBU) COMMENT: While the new staff's operational effectiveness in
catching traffickers and winning convictions remains to be
demonstrated, this sea change in the anti-TIP unit's attitude is a
very welcome step.
