SUBJECT: ARMENIA: DEMARCHE CONCERNING DECEMBER 18 UNGA
PLENARY ON FUNDING FOR DURBAN REVIEW CONFERENCE

REF: SECSTATE 167358

Poloff contacted Armenian MFA Director for International
Organizations Dziunik Aghajanian on December 17 to follow up
on reftel demarche. Aghajanian appreciated post's position
vis-a-vis the biased nature of the Durban conference but
regretted that her government would be supporting the plenary
vote because as a matter of policy it rarely ever voted "No"
on budget resolutions that had already passed through the
Fifth Committee. Aghajanian stated that as a small country
Armenia could not afford to set the precedent of voting
against budget resolutions during the plenary session as it
could come back to harm Armenia financially in the future.
