1. (U) Poloff met with Chantal Nama, Sub-Director in the
Bureau of UN Affairs at the Foreign Ministry on August 31 and
to discuss reftel talking points. Nama promised to pass the
information to the Department of Customs at the Ministry of
Economy and Finance to assess Cameroon's capacity to adhere
to the new U.S. requirements, but indicated that the response
would likely be that the requirements are burdensome. She
added that the Government of Cameroon would likely request
funding for capacity-building to meet these requirements.
