1. (C) DCM delivered draft Ballistic Missile Defense (BMD)
agreement text (Ref A) on April 26 to MFA U/S Witold
Waszczykowski, along with previously provided site map
attachments originally provided to the GOP on January 25 (Ref
B). Waszczykowski acknowledged receipt of the draft and
undertook to circulate it immediately for interagency review.
2. (C) Waszczykowski indicated that PM Jarek Kaczynski
planned to sign the Polish BMD negotiating authority by April
27, which would designate Waszczykowski formally as the lead
Polish negotiator and would also allow public identification
of the proposed BMD site location as Slupsk, Poland. He also
confirmed the GOP's readiness to host a U.S. delegation led
by ISN A/S John Rood on May 23-24 in Warsaw for negotiations
on the BMD agreement, as well as a U.S. delegation led by
PM/SNA Special Negotiator Amb. Bob Loftis on May 14-15 for
negotiations on the separate SOFA supplemental (DCA).
3. (C) Waszczykowski said that the Polish internal
consultations would take several days, and would be
interrupted by the extended national holiday week recognizing
May 1 (Labor Day) and May 3 (Constitution). He promised that
sometime after May 7, but definitely before A/S Rood's
arrival in Warsaw, the GOP would provide advance comments on
the U.S. BMD draft. (N.B. In previous conversations,
Waszczykowski has said that few changes would be necessary
for the DCA draft.)
