1. (C) In response to reftel demarche by poloff on August 9,
Krzysztof Debnicki, Afghanistan Desk Officer at Polish MFA,
expressed support for the new U.S. policy and, to assist our
preparation, offered the following rhetorical questions:

- When compensating farmers who forsake poppy production, do
we offer the "drug crop price" for legitimate crops or land
left fallow?

- Since the Taliban extorts "protection money" from farmers,
are we in effect paying the Taliban when we give funds to
farmers?

- Will the USG exploit the apparent split between Gulbuddin
Hekmetiyar and his erstwhile Taliban comrades?


2. (C) Debnicki was not intent on answers; rather, he offered
the questions to test our thinking. However, any information
we provide in response may well reinforce our request for
support from the Government of Poland.
