1. (C) In response to reftel demarche by poloff, Polish MFA's
expert on the Conventional Armed Forces in Europe (CFE)
treaty, Mieczyslaw Kozinski, labeled Russia's agenda "a
non-starter," and called for "NATO solidarity" to oppose
Russian goals for the 12-15 June Extraordinary Conference
under the CFE. Kozinski further stressed that Poland shared
U.S. reactions to Russian concerns as explained in reftel.


2. (C) Kozinski drew his understanding of Russia's agenda
from the draft document e-mailed to him and others by Mr.
Mikhail Ulyanov, Head of the Russian Delegation. According
to Kozinski, the draft titled, "Main Provisions of the Final
Document of the Extraordinary Conference of the State Parties
to the Treaty of Conventional Armed Forces in Europe,"
elaborated the Adapted-CFE obligations of every party except
Russia and was thus not an appropriate basis for discussion.
He said the Polish government had not yet developed a
detailed response, but, as might be expected, Kozinski said
Poland would call for united NATO opposition to check the
Russians.
