We delivered reftel points to Darius Staniulis, head of the
MFA,s Human Rights and NGOs Division, on July 5. Staniulis,
who attended the recent UNHRC meetings, felt that the virtual
clean slates given to Belarus and Cuba as well as the focus
on Israel were unfortunate. He thought, however, that those
concessions by "Western" countries were part of a compromise
that may facilitate a more effective HRC due to procedural
advances, to which countries usually soft on human rights
conceded as their part of the compromise. He added that,
because of Chairman de Alba's poor management, "sometimes
countries didn't know what was happening."
