(C) Based upon ref B demarche delivered at the working level
(septel),and on our ongoing senior level conversations
regarding Belarus, I assess that there is no chance that
Lithuania will support Belarus for the HRC. The GOL's
priority is the success of Slovenia's candidacy. Its second
goal for the vote is keeping Belarus from gaining a seat.
Although it does not firmly support Bosnia, it would prefer
any third candidate over Belarus.
