1. (C) SUMMARY: We delivered reftel points to Gediminas
Kasputis of the MFA's Common Foreign and Security Policy
Division on March 28. Kasputis said that the GOL's positions
were nearly identical to our positions. Kasputis asked for
clarification on several points, and gave details on
Lithuania's ideas for a European Neighborhood Policy. End
Summary.

Kosovo

2. (C) Kasputis said that the GOL fully supports the
Ahtisaari recommendations and that the EU was unified on this
issue. He further stated that the GOL supported the timeline
for successfully concluding the status process.

Iran
--------------


3. (C) Kasputis asked what problems or delays existed in
implementing UNSCR 1737. He also asked if we believed there
to be any problems with the GOL's implementation of the
resolution. We told Kasputis that we had no indication that
the USG has any complaints about the GOL's implementation of
UNSCR 1737.

European Neighborhood Policy
--------------


4. (C) Kasputis said that the GOL was constantly urging
partners to be more active in supporting the resolution of
the separatist conflicts and people-to-people exchanges. He
also said that while the GOL would like to make progress on
Belarus at a time when President Lukashenka looks weak and
isolated, it needed to see some positive step from the
Belarusian Government, like the release of Alexander Kozulin
and other political prisoners. (Comment: The GOL is a
strong proponent of an active European Neighborhood Policy.)
