1. EconPolCouns presented reftel demarche on March 21 to
Franz-Josef Kuglitsch, acting Middle East director in the
Austrian MFA, and Wolfgang Lapuh, the MFA's Near East
Director. We argued that the review of the mandate of the
special rapporteur should take place in the working group
that is reviewing all the mandates for special rapporteurs.
We left reftel non-paper.
2. Kuglitsch and Lapuh had no immediate response, but
undertook to convey our views widely within the MFA.
