1. The Security Council, September 14, adopted resolutions
extending the terms of the Prosecutors for the International
Tribunals for Rwanda (ICTR) and Yugoslavia (ICTY).
Resolution 1774 (ref A),which re-appointed Hassan Jallow as
ICTR Prosecutor for a four year term, was adopted
unanimously. No Council members spoke.


2. Carla del Ponte's term as ICTY Prosecutor was extended
until December 31, 2007 by resolution 1775 (ref B),which was
adopted by a vote of 14-0-1 (Russian Federation).
Following the adoption of the resolution, a Russian Deputy
Representative made a statement explaining that they had
abstained because of doubts about whether Ms. Del Ponte
properly understood her mandate. He said that she had the
audacity to write her own prescription which had produced a
biased and costly international tribunal. The Chinese chimed
in to note that the Prosecutors have been working diligently.
They added that the Russian view could be understood but
since there will be only three months left in the term of the
ICTY Prosecutor, China had respected the Secretary General's
nomination.


3. The UK Deputy Permanent Representative, noting that she
had not intended to speak but was reacting to the Russian
remarks, supported Del Ponte, recalled that she had been
instrumental in bringing Gotevina and other major indictees
to justice. She also reminded the Council that it had made
clear that should Mladic and Karadic be apprehended, they
will be prosecuted no matter when the apprehension. The
French Council President concluded the meeting by adding his
delegation's support for the Yugoslav Tribunal and its
Prosecutor.
