1. (C) During a June 4 courtesy by Mauritanian PermRep
Mohamed Ould Tolba, Ambassador Khalilzad delivered reftel
points, stressing the importance of the Security Council's
Western Sahara initiative and inviting Mauritania to
encourage the Polisario to participate positively in the June
18-19 talks. Tolba said that Mauritania held a neutral
position on the issue of Western Sahara but that it would do
its best to assist the UN in finding a political solution by
encouraging both Morocco and the Polisario to participate in
the talks with seriousness. He said Mauritania was pleased
that the Security Council had, for the first time, adopted a
resolution that provided clear direction. Tolba confirmed
that he would participate in the talks for Mauritania, but
was yet uncertain who else would be on the Mauritanian team.


2. (C) Separately, on Mauritania's candidacy for the
2008-2009 North African non permanent Security Council seat,
Tolba told Ambassador Khalilzad that, as far as Mauritania is
concerned, the AU has not endorsed the Libyan candidacy as is
believed. He said that AU endorsements for candidacies must
be made during the year in which the election will be held.
In this case, the AU had endorsed Libya at a 2006 meeting in
which Mauritania did not participate because of domestic
political issues. Thus the endorsement of Libya was not
valid. Tolba said that several North African countries
(excluding Libya) had sent a letter to the AU asking that the
AU retract its endorsement, but has not yet received a reply.
