USUN has faxed to Department (IO/MPR-David Leis and
EUR-IO/EX/FM-Alice Green) a note dated May 4, 2007 from UN
Controller Warren Sach to Ambassador Zalmay Khalilzad
concerning the financial situation of the Capital Master
Plan. The note states that as of May 4, 2007 the U.S.
Government has unpaid assessments of $9,900,000 for the
Working Capital Reserve Fund and $78,097,963 for the Capital
Master Plan totalling $87,997,963. Mr. Sach requests that
payment be made as soon as possible and that he be notified
of the anticipated date of such payment. Text of note is as
follows:

Excellency,

I write today concerning the financial situation of the
Capital Master Plan.

As at the end of April 2007, there were still 155 Member
States which had unpaid assessed contributions totaling over
$226 million. Considering that we are approaching the
deadline set out in paragraph 16 of General Assembly
resolution 61/251 which calls for payment to be made on or
before the 7th of May 2007, it is imperative that timely
payment of assessed contributions be secured. Non payment of
assessed contributions will jeopardize the Capital Master
Plan.

By note verbale dated 05 January 2007, ref. Contributions
2-1, your Excellency's Government was informed of the
contributions payable for the Financing of the Capital Master
plan for the year 2007 and the remaining outstanding
contributions to the budget of the Capital Master Plan for
prior years. As of 4 May 2007, United Nations records
indicate that the following amounts which had been assessed
to Your Excellency's Government remain unpaid:

Working Capital Reserve Fund US$ 9,900,000
Capital Master Plan US$ 78,097,963

Total: US$ 87,997,963

I would be most grateful if arrangements could be made to
have these payments effected as soon as possible and if you
could advise me of the anticipated date of such payment.
This would enable us to determine whether the viability of
the Capital Master Plan will be ensured or whether further
actions will be required.

Please accept, Excellency, the assurances of my highest
consideration.
