1. USUN has faxed to Department (IO/MPR-David Leis and
EUR-IO/EX/FM-Alice Green) a copy of a note from the
Secretary-General, dated January 5, 2007 requesting payment

of the U.S. assessed contribution to the UN Capital Master
Plan (CMP) for 2007. The note outlines two payment options,
a multi-year payment plan whereby $75,534,800 would be due
for 2007 or a one-time payment plan whereby an amount of
$377,674,000 would be due in 2007. In addition, a payment in
the amount of $9,900,000 is requested for the Working Capital
Reserve Fund. The note also refers to outstanding payments
in the amount of $22,110,000 with respect to the CMP for
prior years. Text of the note is as follows:


2. Begin Text: The Secretary-General of the United Nations
presents his compliments to the Permanent Representative of
the United States of America to the United Nations and has
the honour to refer to General Assembly resolution 61/251 of
22 December 2006, concerning the financing of the Capital
Master Plan.

In paragraphs 14 and 15 of the resolution, the General
Assembly approved the funding of the Capital Master Plan,
based on a mix of one-time and equal multi-year assessments,
and decided that all assessments will be based on the regular
budget scale of assessments applicable for 2007.

In paragraph 16 of the resolution the Assembly decided also
that "notwithstanding financial regulation 3.4, assessments
for the capital master plan shall be issued on the same day
of the first working week of January and shall be considered
as due and payable in full within one hundred and twenty days
of that date."

In paragraph 17 of the resolution the Assembly agreed "in
this context, that in 2007 Member States will be allowed a
period of sixty days, beginning from 5 January, within the
period of one hundred and twenty days referred in paragraph
16 above, to select the option of one-time or multi-year
payment of their assessment on a fixed scale, as referred to
in paragraph 15 above;"

In paragraph 18 the Assembly further decided, "on an
exceptional basis and ad-hoc basis, unless notified otherwise
by a Member State within sixty days of the issuance of the
notification by the Secretary-General, to place Member States
on the multi-year assessment plan for the full period of the
capital master plan."

In paragraph 19 of the resolution the Assembly also decided
that "once a Member State selects the option of one-time
payment, that selection shall be irrevocable, unless
otherwise notified to the Secretary-General by the end of the
period of one hundred and twenty days referred to in
paragraph 16 above;"

In accordance with the provisions of General Assembly
resolution 61/251 as outlined above, the following options
are available:

a) Unless notification otherwise is received by 6 March
2007, an amount of $75,534,800 will be payable by His
Excellency's Government for the year 2007, under the
multi-year payment plan.

b) If option a) is not selected, an amount of $377,674,000
will be payable by His Excellency's Government, under the
one-time payment plan. This option shall be irrevocable,
unless notification otherwise is received by the Organization
by 7 May 2007.

In addition, an amount of $9,900,000 is payable by His
Excellency's Government for the working capital reserve fund.

In this connection, the Secretary-General also wishes to
bring to the attention of His Excellency that the United
Nations records indicate that an amount of $22,110,000
remains payable by His Excellency's Government with respect
to the capital master plan for prior years.

As indicated in paragraph 16 of the resolution,
notwithstanding financial regulation 3.4, assessments or
Capital Master Plan shall be considered as due and payable in
full within one hundred and twenty days of the date on which
the assessment notices were issued, i.e., 7 May 2007.
