1. (S/NF) UNSC 1267 (al-Qaida/Taliban) Sanctions Committee
members treated as normal the November 30 joint request by
the United States and the United Kingdom to sanction five
terrorist facilitators and inciters (TF and I). The
Statements of Case demonstrated that these individuals were
"associated with" al-Qaida pursuant to resolution 1617 (2005)
and no eyebrows were raised by the submission. Qatar placed
a hold on three of the five individuals at the behest of
Kuwait and not because the request targeted TF and I. REF C
indicates that Kuwait asked Qatar to place a hold on the
designation of the three individuals (all Kuwaitis) because
Kuwait did not believe they posed a terrorist threat. There
has been no change in the disposition of Committee members to
cooperate with the USG as a result of these designation
requests.
