UN Secretary-General from the Secretariat of the UN Framework
Convention on Climate Change, based in Bonn, outlining plans
for a proposed climate change summit. The memo, likely
orchestrated by UNFCCC Executive Director Yvo de Boer,
presents arguments in favor of a summit and proposes
modalities and an expected outcome. The document further
contains an annex that describes the internal political
landscape in key UN member states, including the U.S., to
further frame the issue. A copy of the full text of the memo
has been forwarded by e-mail to IO/EDA (ref).
