1. Per Reftel, USNATO distributed to delegations and the
Secretary General on March 22 the points provided on possible
SIPDIS
U.S. participation in the EU Rule of Law Mission in Kosovo.
The points were distributed as a non-paper, in order to
provide them to PermReps as soon as possible prior to the
March 27 NAC-Reinforced with Political Directors, which will
address Kosovo.
2. Following is the text of the cover letter from Ambassador
Nuland that was distributed to the SYG and PermReps:
Begin text: As I previewed with you at the February 28 North
Atlantic Council meeting, my government has now made a
decision to participate in the Kosovo ESDP mission if certain
conditions are met. The attached document outlines the
support the U.S. could provide and the conditions that would
need to be met before we could participate. The U.S. will be
discussing these issues in detail with the EU and member
states over the coming weeks. We would appreciate the
support and understanding of all Allies as we work through
these issues in coming weeks. End Text.
