1. (C) SUMMARY: The Ambassador called on Mongolian President
N.Enkhbayar on December 14 and conveyed formal POTUS and
SecState requests (reftels) that Mongolia deploy a ninth
rotation of troops to Iraq. President Enkhbayar replied in a
positive manner, noting that he would take the request to the
NSC and that he was "hopeful" of a good result. Enkhbayar
said he believed bilateral relations will strengthen further,
adding that Mongolia would try to engage American markets.
The Ambassador replied that the Embassy and American business
were working vigorously to attract U.S. investment to
Mongolia. On the Millennium Challenge Corportation (MCC),
the Ambassador said the United States was hoping for swift
Mongolian actions to implement the MCC Compact for Mongolia.

2. (C) The Ambassador called on Mongolian President
N.Enkhbayar on December 14 and conveyed formal POTUS and
SecState requests that Mongolia deploy a ninth rotation of
troops to Iraq. President Enkhbayar replied: "I think
Mongolia should be supportive of this coalition. We started
it together; we need to reach a result together. I will take
this request to the NSC and I hope there will be no
difficulties. There will be discussion, of course, but I am
hopeful... This is about how we jointly fight terrorism. I
think it will be a good thing to show the world, and the
whole world is watching." The Ambassador thanked the
President and added that there would be separate letters with
the same request: one from Defense Secretary Gates to Defense
Minister J.Batkhuyag, and the other from Admiral Mullen,
Chairman of the Joint Chiefs of Staff, to Lt. Gen. T.Togoo,
Chief of the General Staff.


3. (C) During the 20-minute meeting at Government Palace,
President Enkhbayar said he believed that bilateral relations
will strengthen further, adding that Mongolia would try its
best to engage American markets. The Ambassador replied that
the Embassy and American firms were working vigorously to
bring U.S. investment to Mongolia. Turning to the Millennium
Challenge Corportation (MCC),the Ambassador said the United
States was hoping that Mongolia would take swift action to
establish its MCC Board and begin implementation of the
project.

4. (C) The NSC, to which the President referred, consists of
himself, the Prime Minister and the Speaker of Parliament.
The NSC will make a recommendation to the whole Cabinet for a
formal decision on the 9th rotation.
