SUBJECT: GOVERNMENT OF MONGOLIA WELCOMES DOE PROPOSAL FOR PURSUING
COOPERATION ON SECURING RADIOACTIVE SOURCES

REF: STATE 00142496

1. S. Enkhbat, Vice Chairman of the Nuclear Energy Commission of
Mongolia, has said he welcomes overtures by the U.S. Department of
Energy (DOE),National Nuclear Security Administration (NNSA) to
discuss possible areas of cooperation on securing sealed radioactive
sources. He also looks forward to the proposed visit of a DOE
representative and technical expert. Dr. Enkhbat made these comments
to Econoff in response to an October 10th letter from the DOE's
Director of FSU and Asian Threat Reduction, Office of Global Threat
Reduction (reftel).

2. Because of his busy schedule in November, Dr. Enkhbat has
requested that the DOE delay its proposed visit of a representative
and technical expert to Mongolia until the first half of December or
otherwise January 2008. Nevertheless, he stressed that he would
like to begin collaboration on this issue "sooner rather than
later."

3. To follow up, representatives of the DOE and NNSA can contact Dr.
Enkhbat directly at: email Enkhbat@nec.mn or monnec@nec.mn, tel:
976-11-329-019. or through Amembassy Ulaanbaatar's Econoff. In any
case, post would appreciate receiving courtesy copies of email and
other correspondence to allow it to effectively track this
proposal.
