1. (U) This is an action cable. See action requested in para 3.


2. (SBU) SUMMARY: Mongolia's Foreign Ministry is offering a quid
pro quo for its support of the candidacy of Ms. Felice Gaer to the
Committee Against Torture in Geneva on October 8. In a letter
addressed to Embassy Ulaanbaatar and received on August 13, the MFA
makes clear that this support would be forthcoming "on the
understanding that the Government of the United States would lend
its valuable support to the candidature of Mongolia to the Executive
Board of UNESCO at the elections to be held during the 34th session
of the General Conference of UNESCO in October this year in Paris."
The three-paragraph note (copy sent to EAP/CM) states that its
contents refer to post's diplomatic note (ref A). It also states
that if the proposed arrangement is acceptable to the USG, a written
confirmation would be appreciated. END SUMMARY.



3. (SBU) ACTION REQUESTED: The proposed "deal" apparently reflects
Mongolia's desire to bolster its case for UNESCO to designate a
Mongolian site (or sites) as a World Heritage site (or sites). Post
would appreciate a response to the GOM's proposal at the
Department's earliest convenience.
