1. (U) Post received letters to President Bush from President
Enkhbayar and to Secretary Rice from Foreign Minister Enkhbold on
July 5 dated July 4 offering congratulations on the U.S. July 4
holiday. Copies have been sent via email to the desk. Americas,
Middle East and Africa DG Jambaldorj confirmed the GOM has no
objection to the release of these letters and intends to do so
itself on July 6.
2. (U) Begin text of informal translation of letter from President:
TO HIS EXCELLENCY MR. GEORGE W. BUSH,
PRESIDENT OF THE UNITED STATES OF AMERICA
Washington, D.C.
Mr. President,
On behalf of the people of Mongolia and in my own name, I wish to
extend to You and the American people my sincere congratulations on
the National Day - the Independence Day of the United States of
America.
It gives me a great pleasure to note in this year of the 20th
anniversary of the establishment of diplomatic relations between
Mongolia and the United States that our relations and cooperation
are broadening and deepening in the spirit of your visit to Mongolia
in 2005 and in accordance with the principles of comprehensive
partnership.
I am fully confident that the relations and cooperation between our
two countries will be further expanded for the benefit of our
peoples, based on common values of democracy and shared interests in
promoting peace and prosperity.
Please accept, Your Excellency Mr. President, my best wishes for
your good health and well-being and the progress and prosperity to

Dear Mme Secretary,
May I extend to you my warmest congratulations on the occasion of
the Independence Day of the United States of America.
It gives me great pleasure to note that this year of the 20th
anniversary of the establishment of diplomatic relations between
Mongolia and the United States is witnessing many events that
contribute to the further expansion of bilateral relations and
cooperation in accordance with the principles of comprehensive
partnership proclaimed during the visits of the President of
Mongolia to the United States in 2004 and of the President of the
United States to Mongolia in 2005.
We in Mongolia look forward to the realization of the planned visit
of the President of Mongolia to the United States later this year to
provide a further impetus to the development of the friendly
relations and cooperation between our two countries.
Please accept, Mme Secretary, my best wishes for your good health
and happiness.
