1. On April 23, the Ministry of Foreign Affairs sent the embassy a
copy of the letter in paragraph 2. The Ministry stated the text had
been delivered to the State Department on April 20 by the Mongolian
Embassy in Washington.

Dear Madam Secretary,

I was shocked and saddened to learn of the terrifying news of the
tragic event which happened on April 16, 2007, at Virginia
Polytechnic Institute and State University. We view this rampant
killing of innocent citizens and students as an insane and brutal
act which cannot be tolerated in any modern society.

On behalf of the Mongolian people, I would like to extend our deep
condolences and sorrows to the families of the killed and injured,
the students and staff of the university and all the American
people. We believe and pray that such kind of tragedy will never
happen again to the American people and to anyone in the world.
