(S/NF) In a follow-up meeting regarding ref A demarche, MFA
Americas Desk Officer Ahmed Aoun registered the GOL's "strong
protest" of the planned transfer to the U.K. of Libyan national
Omar Deghayes. Stressing that the GOL had been a good partner
in the war against terror and noting excellent cooperation in
GRPO liaison channels, he said the GOL opposed "in principle and
in practice" the transfer of any Libyan national to a third
country. He noted that MFA Secretary for European Affairs
Abdulati Obeidi had personally discussed the issue with NEA A/S
David Welch, and that the GOL had formally requested that
Deghayes be returned to Libya (ref C). DCM reiterated that the
USG's ability to return Libyan detainees to Libya depended in
part on the GOL's honoring of its agreement to facilitate timely
access to detainees returned previously. Aoun took the point on
board regarding requested meetings with returned detainees
al-Rimi (ISN 194) and Hamouda (ISN 557),and agreed to follow up
