(C) Japan was "very surprised" to receive reftel demarche
December 10 on UN budget issues, said MOFA UN Planning and
Adminstrative Division Principal Deputy Director Kenichi
Matsuda, who called his delegation in New York that same
night to follow up. Japan's mission to the UN was also
surprised to hear the United States perspective that Japan
was not supporting the budget cuts, Matsuda reported. Japan
has always had a "very strong position" on budget cuts, and
according to Matsuda, the Japanese delegation in New York
expressed their frustration that it was the United States
that was not being supportive enough of Japan's proposals for
budget cuts.
