SUBJECT: TOKYO MEDIA REACTION - NEW LEADERSHIP LINEUP
OF CHINESE COMMUNIST PARTY

LEAD STORIES: Top stories on Wednesday morning included
the ruling coalition's plans to summon a former vice
defense minister to testify as a sworn witness in the
Lower House next week concerning his relationship with
a Japanese defense contractor.

"Big Tasks Ahead for New Chinese Communist Leadership"
The liberal Asahi editorialized (10/24): "...Although
Chinese President Hu Jintao compromised with his
predecessor Jiang Zemin on the new leadership lineup of
the Chinese Communist Party, he managed to incorporate
his idea of 'sustainable growth' in the party
platform.... His strategy is aimed at focusing on such
issues as pollution and income disparities, a departure
from the party's longstanding tendency to focus
exclusively on growth.... Political reform is
indispensable to win the Chinese people's trust in
their government by resolving those problems and
combating bureaucratic corruption. It will be extremely
difficult for the Hu administration to further reflect
public opinion in the policymaking process while
maintaining the communist regime. However, he needs to
recognize that there is no other way to realize his
idea of 'sustainable growth.'"
